While there are several references to the evil eye in ancient scripture and literature (see below), here’s the most authoritative one with centuries of scholarship to back it up; The Book of Genesis 42/4-7. Rashi’s commentary and related footnote 4 validates the possibility that Satan OR a mere human can afflict someone deserving of punishment. I quote “The human mind has the ability to trigger forces that can cause damage or destruction to physical objects. Some suggest the mechanism through which ‘the evil eye’ operates is an ethical one.”
